Visa concept, types, categories and purposes
The concept
A visa is an official document entitling foreigners and stateless persons to enter and leave the Republic of Azerbaijan by crossing the state border checkpoints in accordance with the established procedure, and to stay in the country temporarily during the period specified in the visa.
Types
There are entry and transit types of visas issued to foreigners and stateless persons arriving in the Republic of Azerbaijan. Depending on the number of entries, entry visas are divided into single and multiple entry visas, and transit visas are divided into single and double entry visas.
- Single entry visa - this type of visa is valid for up to 90 days. This visa allows a foreigner or stateless person to enter and leave the country only once during the specified period.
- Multiple entry visa - this type of visa is valid for up to 2 years. This visa allows a foreigner or stateless person to enter and leave the country multiple times during the relevant period.
- One-time and two-time transit visas are issued to foreigners and stateless persons traveling to third countries to cross the territory of the Republic of Azerbaijan. The validity of such visas is up to 30 days, and the period of stay in the country is up to 5 days. Transit visas are issued by air, water, rail and other means of transport, taking into account the route and time spent on it.
Foreigners and stateless persons may stay in the country for the period and purpose specified in the visa. The period of stay in the country specified in the visa is used during the validity period of the visa. Unused visas expire during this period.
Category and Objectives
Entry visas are divided into diplomatic, service and ordinary categories.
- Diplomatic and service entry visas are issued only to foreigners and stateless persons arriving in the Republic of Azerbaijan for the purpose of official visit.
- An ordinary entry visa may be obtained by a foreigner or stateless person arriving in the Republic of Azerbaijan for the following purposes:
- Business
- Elm
- Education
- Labor
- Tourism
- Culture
- Sports
- Humanitarian
- Treatment
- Personal visit
Attention! Foreigners or stateless persons temporarily staying in the Republic of Azerbaijan for more than 15 days must be registered at their place of residence.
Documents required for visa issuance
In accordance with article 36 of the Migration Code of the Republic of Azerbaijan, the following documents are required for visa issuance:
36.1.1. online application www.visaapplication.mfa.gov.az ;
36.1.2. Passport or another travel document (a validity period of a passport or other travel document should exceed a validity period of an expected visa at least by 3 months) and copies of their main pages;
36.1.3. Two color photographs (3x4cm) matching with biometric identification requirements;
36.1.4. A copy of medical insurance certificate (if a host does not undertake to pay for medical services);
36.1.5. A document certifying payment of a state fee for visa issuance;
36.1.6. Application submitted by a party inviting a foreigner and a stateless person to the Republic of Azerbaijan, of which is approved by an appropriate authority of the executive power, a registered copy of a certificate (for non-governmental organizations), a document proving the purpose of an invitation (these documents are not required for transit, tourism, official and personal travel visas);
36.1.6-1. A copy of the state registration certificate if a party inviting a foreigner or stateless person to the Republic of Azerbaijan is a non-governmental organization;
36.1.6-2. A document confirming the reason for the invitation (these documents are not required for transit, tourism and personal travel visas)
36.1.7. Relevant documents set forth in articles 25-34 of this Code, depending on the purpose of travel.
36.2. In addition to the documents set forth in article 36.1 of this Code a notarized copy of a birth certificate, permission of parents or a legitimate representative and copies of identification documents are required for issuance of visa to foreigners and stateless persons under 18 holders of a passport traveling without his/her parent or a legitimate representative.
36.3. An amount of a state fee for visa issuance is determined by an appropriate law of the Republic of Azerbaijan. State fee for visa issuance is not reimbursed regardless of the result of the processing of applications.
Attention! A validity period of a passport or other travel document should exceed a validity period of an expected visa at least by 3 months.
Attention! Foreigners or stateless persons temporarily residing in the Republic of Azerbaijan for more than 15 days must be registered at the place of residence.
Documents required for issuing a visa
In accordance with Article 36 of the Migration Code of the Republic of Azerbaijan, the following documents are required for the issuance of a visa:
36.1.1. application form with samples approved by the relevant executive authority (sample attached);
36.1.2. passport or other border crossing document (passport or other border crossing document must be valid for at least 3 months from the date of visa expiration) and copies of their main pages;
36.1.3. two color photographs (3x4 cm) in accordance with the requirements of biometric identification;
36.1.4. copy of medical insurance certificate (if the inviting party does not undertake medical services);
36.1.5. document on payment of state fee for visa issuance;
36.1.6. application of a party inviting a foreigner or stateless person to the Republic of Azerbaijan, the sample of which is approved by the relevant executive authority (sample attached) (this document is not required for transit, tourism, official and personal visit visas);
36.1.6-1. If the party inviting a foreigner or a stateless person to the Republic of Azerbaijan is a non-governmental organization, a copy of the state registration certificate of that organization;
36.1.6-2. a document confirming the reason for the invitation (this document is not required for transit, tourism and personal travel visas);
36.1.7. relevant documents specified in Articles 25-34 of this Code, depending on the purpose of the visit;
36.2. In addition to the documents specified in Article 36.1 of this Code, a notarized copy of the birth certificate must be issued to foreigners and stateless persons under the age of 18 who hold a passport and do not travel with their parents or legal representatives. Permission from the representative and copies of identity documents are also required.
36.3. The amount of the state fee charged for the issuance of a visa shall be determined by the relevant law of the Republic of Azerbaijan. The state fee paid for a visa is non-refundable, regardless of the outcome of the application.
Attention! The validity period of a foreigner's passport or other border crossing document must be at least 3 months longer than the expiration date of the visa.

Rates and rules of payment of state fee required for visa issuance
- Article 16.1.6 of the Law of the Republic of Azerbaijan “On State Duty”. and in accordance with Articles 16.1.7, a state fee of the following amount shall be charged for the issuance of visas to foreigners and stateless persons arriving in the Republic of Azerbaijan:
for a single entry visa - $ 20
for a multiple entry visa - $ 350
for transit visas - 20 USD

Attention! Each foreigner or stateless person arriving in the Republic of Azerbaijan in a group is subject to a separate state fee for visa issuance.
Payment address:
In foreign countries - the relevant account number provided by the diplomatic missions and consulates of the Republic of Azerbaijan.
Attention! In case of refusal to issue a visa, the state fee paid by the person is not refundable!
Note: According to Article 4.8 of the Law of the Republic of Azerbaijan “On State Duty”, if international agreements to which the Republic of Azerbaijan is a party establish provisions different from those provided for in this Law and normative legal acts adopted in accordance with it, the provisions of these international agreements shall apply.
